Adjacent supply
Supply closest to the applicant's property, either on the right or left.
Affected grid
Grid owned by Enel that could be relocated due to a road map change made by third parties (district councils or individuals). According to Article 98 of the Electricity Concession Law, the expenses are borne by stakeholders or those making the change.
Agreement between parties
When the parties reach a mutual agreement on the claim, which is now settled and closed.
Appeal
Optional administrative action against the concessionaire’s decision. If there is no new evidence, the file will be transferred within 5 business days to OSINERGMIN, which will make a decision within 30 business days.
Appeal for reconsideration
Optional administrative action against the concessionaire’s decision. New evidence shall be submitted to reassess the claim and the decision will be made within 10 business days.
Application
Action by the user, holder of service or third party with legitimate interest brought before the concessionaire to obtain information on the electric service provision or to make a request involving no controversy between the parties.
Arrears charge
Charge applied from day 10 after the maturity of the unpaid bill. This rate is fixed by the Central Reserve Bank of Peru.
Average billing
Average billing occurs when reading the meter is not possible for any reason (meter inside the property, meter covered by materials or plants, etc.), and as a result the average consumption for the last 6 months is billed. After such period, the law requires us to disconnect the electric service.
Average consumption
Consumption calculated on the average use over the last 6 months based on actual readings. This type of consumption billing applies when the meter is not accessible (inside the premises, with fence or blind cover, covered by plants or other, etc.).
Bad contact
Failure in the internal wiring installations produced when the electrical cables are not properly connected, which results in an energy loss that is still recorded by the meter.
Billing cycle
Period between the last month’s reading and the current month’s reading. Billing cycles do not necessarily coincide with the start and end of each month and can vary between 18 and 33 days.
(Current/ Precious Month) Rounding
To expedite payments, amounts with cents are rounded up without generating interest or arrears. These overcharged/undercharged cents will be reimbursed/collected on the next bill.
Claim
Action by the user, holder of service or third party with legitimate interest brought before the concessionaire to settle any conflict arising from the provision of the public electricity service.
Closed billing
Closed billing (0 kWh consumption) occurs after six consecutive months issuing average bills because the meter cannot be read. In these cases, the supply is disconnected in the system and in the field.
Collective supply
Type of supply shared by two or more users in pre-urban settlements, shantytowns, housing cooperatives or similar for a period of 1 to 5 years. These supplies are basically for household use.
Compensatory interest
Amount charged from day one after the maturity of the unpaid bill; it appears on the bill of the following month. This rate is fixed by the Central Reserve Bank of Peru.
Concessionaire
Any entity that has been granted the public service concession of electricity or natural gas distribution under the Electricity Concession Law.
Conciliation hearing
Second-instance administrative procedure by which the parties can reach a mutual agreement to settle a claim before an OSINERGMIN representative.
Connection
All parts necessary for the provision of the electric service, from the point of delivery (splice of Enel network’s service drop) to the output terminals of the electric meter. It is mainly composed of the splice, the service drop, the fuse box, and the protection and measurement system. Connection can be single-phase (R, S9) and three-phase (R, S, T).
Connection maintenance and resumption
Amount charged on the electricity for the costs of connection maintenance and its replacement at the end of the useful life.
Consumption
Amount of energy (kWh) and/or power demand (kW) absorbed over a period by the loads or equipment installed on the premises.
Contribution art. 92 - RE92
Amount charged by the concessionaire for the unrecorded consumption resulting from errors in the billing process (payment of average consumptions bills due to meters inside the property, meter obstruction, etc.), errors in the measurement system (defective meter), or error in the installation of the measurement system (supply investment).
Contribution law 28749 - Rural Electrifation Law
Amount charged on the electricity bill for the financing of the electrification of rural areas without electric service.
Controversial balance
Amount charged that the client feels entitled not to pay (claim matter). It is suspended from billing until the claim process ends.
Customer number
Identification of the electric power service user to be found in the upper right part of the electricity bill. Keep at hand when contacting us.
DMS: Minimum Security Distances
Space required between houses and electrical grids. It is an essential requirement for the installation of a meter.
Earth leakage
Failure in the internal wiring installations produced when an electrical cable (stripped or with deteriorated insulation) enters into contact with conductive material (earth, wall, pipes, etc.), which may result in energy loss, short circuit or electrification. The meter records the customer's consumption plus the energy lost due to the earth leakage.
Electric power (kWh)
Number of kilowatts that the customer has consumed in one hour through the use of appliances or equipment.
Electric supply
System for the generation, transport and distribution of electric power. It is also the service provided by the concessionaire to a user, according to the technical and commercial characteristics established in the contract and identified by a number or code.
Electrical disconnection
Suspension of the electrical connection due to reasons for which the company is legally authorise to do so.
Electricity bill
Paper document containing the customer’s consumption; it can be used for the tax credit. Upon request, a digital bill can be sent to your email.
Electricity tariff
Price paid by electric service users or consumers to the concessionaire, in exchange for the provision of the service. Public service or regulated customers have different pricing options at their disposal and their choice will depend on voltage level, load pattern and measurement equipment. Most regulated customers (91.5%) are in the BT5B tariff, designed for residential customers.
Feaseability
Document required by district councils to evaluate the first land qualification studies; or by investors to evaluate the first investment studies. The stakeholder is informed if the development of their electrification project is feasible or not.
Fixed charge
Amount charged on the electricity bill for the costs of meter reading and bill processing, issuance, distribution and collection.
FISE
The Social Energy Inclusion Fund (FISE) was created by the Peruvian government to bring less polluting energy to the country's most vulnerable populations. It promotes, for example, the purchase of domestic gas cylinders at a lower price. The client must meet certain requirements and will receive an invitation attached to the electricity bill.

FOSE
The Social Electric Compensation Fund (FOSE) appears on the electricity bill as a charge. It grants a discount to (residential) customers with monthly consumption equal to or less than 100 kW and this discount is subsidised by customers with consumption greater than 100 kW.
Holder of service
Natural or legal person that has entered into a service contract for the provision of electricity or natural gas with the concessionaire; their name appears on the service bills.
INDECOPI
Peru’s National Institute for the Defence of Competition and the Protection of Intellectual Property (INDECOPI) is the competent entity that authorises the testing of measurement systems. This entity's mission is to promote and protect fair competition, consumer rights and intellectual property.
Identity document
Document used to identify the applicant; e.g. Peru’s National Identity Document (DNI), alien card (for foreigners).
IGV
Peru’s General Sales Tax (IGV) accounts for 18% of the total amount on the consumption bill. This charge is applied in accordance with subparagraph b, Article I of the Single Consolidated Text of the General Sales Tax and Selective Consumption Tax Law.
Injunction
Legal instrument to which a party can apply while the claim is settled when they consider that the other party is causing irreparable injury. This measure is temporary and subject to the fulfilment of certain requirements.
Injunction bond
Bond required from the injunction applicant to protect the affected party from the damages that may result from its execution. The Judiciary has the exclusive power to determine responsibility and eventual compensation.
Inspection
Technical action carried out in the field by the concessionaire. It is arranged through a work order in the commercial information system and consists of a visit to the property by a company technician or a contractor to check the general condition of the connection and measuring system without opening safety seals.
JARU
The Board of Appeals for Users’ Claims (JARU) is OSINERGMIN’s independent administrative court that acts as second and last instance in claim procedures. It settles the complaints and injunctions that may be brought before it.
Life risk
Situation in which there is a possible risk of death; e.g. electric service interruption when the client uses an artificial respirator, or in health centres).
Low voltage (LV)
Enel’s LV networks are operated at 220 volts. The following tariffs are included:
· BT2: Hourly tariff with double energy measurement and two-power contracting or measuring.
· BT3: Hourly tariff with double energy measurement and one-power contracting or measuring.
· BT4: Hourly tariff with simple energy measurement and one-power contracting or measuring.
BT5A: Tariff with double energy measurement.
Low wall
Concrete wall for the installation of a meter when the client has no space for the niche.
Manual biling
Manual billing occurs when correct reading is not guaranteed, e.g. if the meter was changed, if the meter's gauge is broken, if readings generate a much higher consumption than usual.
Medium voltage (MV)
Enel's MV networks are operated at 1000 to 20,000 volts. The following tariffs are included:
- MT2: Hourly rate with double energy measurement and two-power contracting or measuring.
- MT3: Hourly rate with double energy measurement and one-power contracting or measuring.
- MT4: Hourly rate with simple energy measurement and one-power contracting or measuring.
Meter test
Technical test to check if the meter is working correctly within the parameters required by current regulations. It is conducted by independent companies authorised and supervised by Peru’s National Institute of Quality (INACAL).
Meter test standart (NC)
DGE Standard on the “Testing of the Electric Power Measurement System", approved by Ministerial Resolution No. 496-2005-EM/DM, which regulates the performance and accuracy testing of electromechanical and electronic measurement equipment and current transformers.
Meter tester
Legal entity authorised by INDECOPI to test measurement systems while being impartial regarding the parties involved (company-client).
Miscellaneous services
Charges considered in the monthly billing but not fixed, as they are subject to extraordinary events such as replacement of stolen meter, change of deteriorated cover, verification of connection insulation, meter testing, installation of low wall, etc.
Network enhancement
Adjustment of existing facilities to the demand, mainly through the replacement of equipment and/or accessories.
Network refurbishment
Modification of the electrical grid design to optimise energy distribution, improve the quality of service, fix voltage drops, or supply users.
Niche
Hole made to house the electric meter inside the property, according to the height and dimensions provided for by regulations.
Normal billing
Normal billing occurs when actual consumption is billed based on the readings.
Overhead connetcion
Service cables run overhead connecting the utility company’s pole to the customer’s service mast.
Outage due to debt
Disconnection of the electric service when the client has failed to pay duly notified electricity bills, including interests and arrears charges, for two or more months in a row. Bills are considered prior notice, as they indicate the due date and the date of service disconnection.
Outage to theft
Disconnection of the electric service when an illegal connection and/or consumption is detected (no prior authorisation of the concessionaire). Although the client may have paid all their bills, the service may still be disconnected.
Outage due to electrical risk
Disconnection of the electric service when there is danger or risk. District councils and OSINERGMIN, through Civil Defence, are responsible for inspecting personal or commercial properties and if they identify any danger to the safety of people or properties, they request the concessionaire to disconnect the service in order to prevent accidents. It is the client’s and not Enel’s responsibility to check the state of the internal electrical wiring installations. OSINERGMIN and district councils are exclusively authorised to check the proper operation of the customers' internal electrical wiring.
Outage at the request of the user
Disconnection of the electric service carried out at the request of the user for a maximum period of 6 months. The client bears the appropriate legal charges and the disconnection and reconnection charges. These legal charges shall be paid on a monthly basis to prevent meter withdrawal, as provided for in Article 178 of the Electricity Concession Law Regulations.
OSINERMING
The Supervisory Agency for Investment in Energy and Mining (OSINERGMIN) is responsible for enforcing current regulations related to the electric-mining sector, and for settling the claims of users in the second and last instance.
Overload
Overload on a device’s full load nominal value or a conductor’s current capacity If it persists for a sufficiently long time, it may cause damage or dangerous overheating. Short circuits or earth faults are not included.
Planned outage
To improve our service, we perform electrical system maintenance and expansion. These works require the temporary suspension of the electric service.
Plot Distribution and layout plan
Plan containing the layout of a housing program (plots, sidewalks, tracks, parks, etc.) that works as the foundation to develop the final electrification project. It is issued by the appropriate district council or Agency for the Formalisation of Informal Properties (COFOPRI).
Positive administrative silence
If we deliver no statement within the established term, the claim will be considered valid, provided that it does not violate any legal standard and does not affect any third party.
Public Ligthing
Amount charged on the electricity bill for the lighting on avenues, streets, squares and other public places.
Pole mast
Galvanised iron or treated wood (except for eucalyptus) tube that is 3 meters high. It is one of the requirements for a new electrical connection.
Provisional supply
Regular supply of electric power provided by the concessionaire to the user within the rules established in DGE 001/P-4/1990 and the Electricity Concession Law. Provisional supply is located on public roads, beside or at the foot of ENEL's electrical installations (substations or poles). It is granted to one or several users for a certain period and it can be temporary, collective or individual.
Public lightining supply
Measuring equipment installed at the foot of a SED for the recording of the electric power consumption of the substation's radius.
Reimbursement
Amount that the concessionaire shall return to the user when an error is detected in the measurement system, in the installation of the measurement system, or in the billing process.
Rulling
Express, precise and motivated decision by the competent judge that definitely settles the controversial issue by stating the entitlement of the parties.
Reincorporation
Process by which supply disconnection due to debt is negotiated, after which a new connection is installed and a new service activated.
SED
The Electric Distribution Substation (SED) is a group of facilities for electric power transformation and/or distribution; energy goes from a primary transmission line to a secondary transmission line, to public lightning facilities, to another primary transmission line or to users. It generally includes the power transformer, the switching, protection and control equipment and the buildings housing them.
SERVICE DROP
Branch wire running from the concessionaire’s distribution network (point of delivery or splice) to the start of the measurement system (input terminals of the junction box).

SERVICE VOUCHER
Payment voucher issued by self-service machines (“Servifácil”) or the business system.
SET
The Electric Transmission Substation (SET) is a group of facilities for electric power transformation and/or distribution; energy goes from a transmission line to a sub-transmission substation, to primary distribution sub-system, to another transmission line and to users. It generally includes the power transformer, the switching, protection and control equipment and the buildings housing them.
SINGLE-PHASE CONNECTION
System that supplies electric power from the matrix network to the premises through two phases (R, S). It has one single phase and one single alternating current.
SPECIFIC POWER OF ATTORNEY
Document by which a person is authorised by a third party to carry out a specific procedure in the company; e.g. buy a connection, finance a debt, etc.
SERVICE RESUMPTION OR RECONNECTION
Reactivation of the electric service to those customers whose supply was suspended upon settlement of the conditions that led to the disconnection (payment of debt, payment facilities, connection normalisation, electrical risk)
SERVIFACIL
Service platform located at Enel Service Centres that in a fast and simple way, allows clients to learn about their amounts to be paid, consumption history, payments made, among others.
THREE-PHASE CONNECTION
System that supplies electric power from the matrix network to the premises through three phases (R, S, T).
TITLE DEED
Legal document that certifies the ownership of a property; e.g. updated verbatim copy of the record issued by the Land Registry of Lima/Callao; property title; property purchase minutes; purchase agreement with legalised signatures; land registration certificate – plot/flat independence certificate.
TARIFF LIST
OSINERGMIN regulates the maximum tariffs for the public electricity service. Tariff lists contain all the tariffs regulated by OSINERGMIN.
TEMPORARY SUPPLY
Type of supply provided to meet a temporary need whose duration can be up to 1 year; e.g. construction works, mechanical games, circuses, fairs, kiosks, etc.
TOTALISING SUPPLY
Measuring equipment installed at the foot of a SED for the recording of the total electricity consumption of the entire substation (public lightning, customers, LV meter, losses, etc.).

OSINERGMIN regulates the maximum tariffs for the public electricity service. Tariff lists contain all the tariffs regulated by OSINERGMIN.
UNDERGROUND CONNECTION
Service cables run underground through a bored hole in the ground connecting the utility company’s pole to the customer’s line connection.
URBAN DEVELOPMENT APPROVAL RESOLUTION
Official document issued and approved by the district or provincial council through which an area’s urban development, plot distribution and layout plans is approved.
USER
Natural or legal person with a connection that makes legal use of a supply service. They are responsible for the compliance with the technical and economic obligations arising from the use of the electric service.
