He is a lawyer from the Pontifical Catholic University of Peru (Peru), specialised in Regulatory Law. He followed extension courses on Privatisation and Regulation of the Electricity Sector abroad. He also holds a specialisation degree in Regulation in Public Services from the Pontifical Catholic University of Peru.
He was appointed to the post of Head of Legal and Corporate Affairs on 24 October 1996. Previously, he worked in important law firms in Peru and as an advisor to the Directorate General of Electricity and the Vice Ministry of Energy of the Peruvian Ministry of Energy and Mines.
